The Joint Finance Committee (JFC) is responsible for writing the annual appropriations (operating budget) and grant-in-aid acts. The JFC is made up of 12 members of the General Assembly; comprised of six members of the Senate Finance Committee and six members of the House Appropriations Committee.

The Joint Committee on Finance is a statutory, 16-member standing committee of the Wisconsin Legislature. The Committee’s primary responsibility is to serve as the principal legislative committee charged with the review of all state appropriations and revenues.

The Legislature's Joint Committee on Finance has some ability to adjust budgetary authority and full-time-equivalent (FTE) positions in existing appropriations under section 13.10, Wisconsin Statutes.

Members of the Senate Finance Committee and the House Appropriations Committee meet as the Joint Finance-Appropriations Committee to analyze available revenue and state agency budget requests in order to set a balanced state budget each year.
