(Reuters) - President Donald Trump's administration suffered another legal blow in its efforts to freeze federal funding for programs that do not align with the Republican's agenda on Thursday when a second judge blocked it from implementing a sweeping pause on spending on grants, loans and other financial support.

"Here, the executive put itself above Congress," a federal judge wrote, issuing a preliminary injunction barring the Trump administration from freezing federal assistance.

The judge’s ruling, though preliminary, includes a sharp rebuke to Trump’s attempt to seize power traditionally held by other branches of government.
