Yes. We were there and it rained. And in the cold. As long as you’re comfortable I think it’s open, but of course you should call them if you are not sure.

You are not allowed to fish within the zoo area, however branch river that runs through the zoo flows west back into the Wicomico River. It passes through the Salisbury City Park and you can fish there. It's not a great fishing area, but it's okay for teaching kids the basics. North of Salisbury, up route 13, is Leonard's Mill Pond, which has better fishing areas... as well as Trap Pond State Park in Laurel, Delaware, which is a short drive away.
