It is split into two sections, dry camping, which means no utilities, for tents, cars, ect. and the other has water, sewer, and electricity. It is a very beautiful place right on the beach. No, you cannot drive all the way to the beach. It's a hiking trail and you'll either have to park at the trail head (day trip), or at a private trailer (overnight).
I'm planning to drive up from Seattle to Neah bay and spend the night in a motel in town, then and take a day time hike to Cape Flattery then Shi Shi the next day. Do I need both the Makah Recreation and the Olympic National Park passes, or just the Makah pass? In case I need both, can I buy the National Park pass in Neah or do I have to get it from Port Angeles. Thanks

You can get the pass in the Museum in Ney Bay, only one needed.
