You can't avoid the entrance fee.Free entry is only for people with a membership of Royal Pavilion Museum Foundation (£25per year) Residents with a post code BN 1, 2, 3 and 41 get reduced rates as do students from Brighton and Sussex Uni. Proof would probably be that your home is within the post codes via a services bill, bank statement etc that shows your address.
